Thank you for your interest in the role of director of people and organisational culture at Norwich City Council. I am delighted that you’re considering this exciting opportunity to help shape the future of our organisation and the city we serve. I joined Norwich back in April 2024 and quickly realised that this is a Council full of ambition, with officers and councillors who are deeply committed to the City and who are really making a difference. 

This is a pivotal time for Norwich. As a council, we are on a bold journey of transformation — building a modern, inclusive and high-performing organisation that reflects the energy, diversity and ambition of our city. The director of people and organisational culture will play a central role in this journey, helping us to create a thriving workplace where people feel they belong, are supported to grow, and are inspired to deliver great outcomes for our residents, communities and businesses.

I see this role as more than just leading HR and organisational development. It’s about shaping our culture, championing inclusion, and embedding values that drive collaboration, innovation and continuous improvement. It’s about working closely with elected members, senior leaders and trade unions to build trust, foster engagement and ensure our people strategies are aligned with our wider ambitions. 

With Local Government Reorganisation on the horizon – this isn’t the time to wait and stand still. Norwich City Council is at the forefront of these conversations and we need a Director who is able to think about workforce of the future – ensuring we have the right people with the right skills - in the right place at the right time. 

Norwich is a city with a strong sense of identity and pride. I am looking for someone to join us on this journey to help us build on our foundations, ignite fresh thinking, and bring strategic insight and a collaborative approach to leadership.
